Also, some guilty detainees, who are no longer a threat, are released so long as they promise to observe the law. Those prisoners who are guilty of major crimes, such as murder, are unable to claim amnesty under this law and remain jailed."

The inquisition (which was not exclusively Spanish) was a tool of the christian church. The division between church and state was not existant back then, any priest could threaten state officials into submission. Inquisition "legal" processes were presided by a priest.
And it was not just a short period, it lasted about 500 years.
