People are born with extra toes or feet, two mouths, male and female genitals, no arms ( just hands attached to their shoulders) and alot more other weird stuff, so why would this be impossible?
Could be a cyst gone wrong from birth or an extra appendage like a third leg that started to form in the womb but didn't complete. I've seen similar deformaties but none that big...
