This reporter was negligent in reporting this little detail! She only implies that it was the military or the government were the ones billing him.
As a former soldier I can tell you that no one is charged with out reason so he must have been found negligent. Whenever you get a piece of equipment you assume responsibility for that equipment if it’s your fault it gets lost or broken duh! You have to pay for it.

Unless they think a million Soldiers, Airmen, Marines, and Sailors all took extended leave in the Middle East at the same time. Like RUWA said, you sign for a piece of gear and now you are accountable for it. There are proper procedures to go through if you break it or it becomes lost in the heat of battle. When I got out of the Marines I had to check out of supply and account for any missing gear and fill out a statement and pay for it. We were constantly doing gear checks before, during, and after deployments and even in garrison. I don't see how this cat can get out of the Army, especially after being in a warzone, and not have settled his gear account. It's not that hard to chalk up some gear as a battlefield loss if you go through the proper channels.

A buddy of mine dropped his NVGs in Baghdad and they were run over. He had to pay $2000, and also was made to take the first leave back to the states. Sooo... now he's been in Baghdad close to a year straight. Lets just say the Army has a reputation of putting "people" low on the priority list. NOT joining the Army was one of the best decisions I ever made.
